Who determines what becomes an olympic sport?

Take softball and baseball for instance. They only play it in very few countries in the world. More countries even play cricket. Yet, cricket is not an olympic sport and softball and baseball is. Why?

The IOC determines which sports are in and out. And to make you feel a little better, this year is the last year that Baseball and Softball will be contested for exactly the reason you mentioned.
